On Friday January 19th, Congress is facing its deadline to pass a spending bill. The spending bill determines the government’s budget and discretionary spending for the following year.

However, with the recent debate over immigration and the Deferred Action for Childhood Arrivals (DACA), the government has been unable to effectively decide on the budget and how exactly to fund the government. Several of the budget disagreements from 2017 were pushed into 2018 with stopgap measures for more time,  hence the January 19th deadline.

There is also dispute on funding for the Children’s Health Insurance Program (CHIP) and for disaster relief. Currently, funding for CHIP has been extended for the next six years but there are no protections for DACA, resulting in a difficult situation for Democrats, lest they protect the Dreamers  and cause a government shutdown.

The ongoing debates have no clear consensus ahead as the parties are divided, and there may be the possibility of extending the deadline until February with another stopgap bill for funding.

Without proper consensus and in the case of a shutdown, the government will no longer be authorized to spend any money. Federal agencies would be closed and those employed in any position besides security and law enforcement would be on temporary leave until Congress can come up with its budget.

The last time a shutdown occurred was in October 2013 during the Obama administration, lasting for 16 days and leaving more than 40% of the government workforce without work. The result cost the economy nearly $24 billion.
